Guizhou boosted the "Improving People's Well-being in Every County" project by using three core standards to measure well-being levels in all respects.
The three core standards are: per capita GDP totaling $5,000, urban resident per capita disposable income reaching $3,000, and rural resident per capita net income reaching $1,000.
The national income level for poverty alleviation is currently 2,300 yuan ($370). According to this metric, there are tens of millions of rural residents living under the poverty level, more than 30 percent of the entire rural population in the province.
The development levels in different counties in Guizhou are extremely unbalanced, said Chen Yiqin, member of the Guizhou Provincial Party Committee and executive vice-governor of Guizhou.
Guizhou has made it clear that annual monitoring reports measuring improvements in people's well-being should be made in every county until 2020.
To set a solid foundation for this project, Guizhou will accelerate infrastructure construction, striving to ensure that every county is connected through a system of expressways.
