Abstract: Water information with fair sharing is the foundation of China’s water safety evaluation, early warning and governance system. The current water information in China is scattered in many departments, and information barriers are still prevalent. The expansion of department business has led to problems like repeated construction of monitoring stations and networks and the fragmentation of monitoring information. At the same time, there are some factors causing seriously distorted water-related information. In addition, water information system with fair sharing is not sound, and technical standards also lack relevant support. Therefore, it is imperative to establish a unified and standardized platform with fair sharing on national water information so as to form an agreed application method and technical solution plan, and develop a water governance structure composed of governments, enterprises, consumers and associations. To be specific, firstly, we need to integrate the current information resources of water-related data; secondly, we need to unify data standards and strengthen construction and supervision of monitoring and information platforms; thirdly, we need to enforce water information disclosure to give full play to the coordination of water conservancy and environmental protection departments; fourthly, we need to push ahead with the development of water information sharing to meet the needs of water environment management departments and social entities.
