President Xi Jinping and Premier Li Keqiang gave impetus to the proposal.

What it is about: Last year, the central committee of the Chinese Peasants and Workers Democratic Party delivered a proposal that focused on smog, advising to form a coordination network on the national level to tackle the problem. It asked to set up a leading panel to implement all the decisions made by the team. In the proposal, the democratic party suggested combining the outcome of handling PM2.5 into the appraisal of all governments' performance. In the key areas, such as the Yangtze River Delta region, Pearl River Delta region, and Beijing-Tianjin-Hebei area, special inspections should be carried out to tackle air pollution.

Feedback: The proposal drew high attention from CPC's central committee and the State Council. According to the central committee of the Chinese Peasants and Workers Democratic Party, President Xi Jinping commented that "the proposal is of great value and should be carefully studied". He also asked to "put forward powerful measures and make contributions to realize the goal of building a 'beautiful China'".

Premier Li Keqiang and vice-premiers Zhang Gaoli, Liu Yandong, Wang Yang and Ma Kai also gave instructions to the plan. Driven by the proposal, the State Council put forward Air Pollution Prevention and Control Action Plan in September. "Suggestions including combining PM2.5 tackling efforts into government appraisal, regional coordination on smog control and special pollution control efforts in key areas are adopted," the democratic party said in a work report.
