Feb 9, 1995: Working regulations on selecting and appointing leading cadres
On Feb 9, 1995, the CPC Central Committee issued "Interim Regulations on Selecting and Appointing Leading Cadres of Party and Governments". The committee called on various localities and departments to carefully follow the regulations. The "regulations" consisted of 54 items included in 11 chapters. The general rules of the regulations provided that the selection and appointment of leading cadres must uphold the following principles: (a) the principle of the Party assuming the responsibility for cadres; (b) the principle of selecting and appointing cadres with both ability and moral integrity; (c) the principle of mass reorganization and performance-oriented results; (d) the principle of openness, equality, competition and merit; (e) the principle of democratic centralism; and (f) the principle of acting according to law. On July 9, 2002, the CPC Central Committee promulgated the new "working regulations on selecting and appointing leading cadres". The new regulations reflected the concept of "Three Represents", implemented the new requirements for the Central Committee's selection and appointment of cadres, and absorbed the new achievements in the reform of the cadre and personnel system. These were not only basic rules of the Party on selecting and appointing leading cadres of the Party and government, but also a powerful weapon to prevent and control unhealthy trends in employment.
