China's export oriented businesses have made significant progress in transforming operation patterns, said Shen Danyang, spokesman of the Ministry of Commerce, at a news conference on Wednesday.

Statistics show that the top 300 enterprises in Dongguan, Guangdong province, are rapidly upgrading their design and production departments, with no specific cases of exporters facing bankruptcy, Shanghai Securities News reported Shen as saying on Thursday.

The Ministry of Commerce, the Ministry of Human Resources and Social Security, and the General Administration of Customs jointly issued a guidance policy on Aug 2 to construct a nation level model zone of upgrades in the Pearl River Delta processing industry.

The policy aims to provide guidance to businesses in the Pearl River Delta that are coping with difficulties owing to international economic uncertainties, and the rising costs of labor and raw materials, Shen said.

Within the next three years, the modeling zone will elevate the businesses to technology research oriented enterprises. The companies will be high-end market oriented and focus on both the domestic and foreign market.

"The Dongguan model is regarded as heading towards a rebirth for a glorious future, rather than towards its end," said Shen.

In 2010, 1,250 unincorporated processing businesses in Dongguan become corporate enterprises, a 140 percent increase compared to 2009.
